		<description>If the ministers North and South interpret the lack of response as apathy or agreement to the proposed A5, this would be a totally false conclusion. We ourselves feel violently opposed to it but have only decided to reply at the last minute as we don&#039;t feel that any of the ministers are prepared to listen, preferring to ride rough-shod over public opinion.
As affected residents, it was already a &#039;fait accomplis&#039; when we learnt of the four options, so we don&#039;t consider this to be consultation but rather dictatorship. The ministers both North and South appear to have arrived at the decision to build this road without having even considered the potential problems.
At the outset, a single public consultation involving both the Republic and the North of Ireland, should have been held for the entire cross border road from Dublin to Londonderry, rather than dividing it into sub-sections. 
We are not opposed to the construction of new roads when it means progress but this appears to be &#039;overkill&#039;, having overlooked other viable alternatives.It is obvious that the present proposals offer an outdated approach to the modern transport needs and neglect the need to bring transport projects into line with current E.U. and international thinking. The viability of a rail system, running alongside an upgraded road, as an alternative, does not appear to have been considered, when the advantages are strikingly obvious.</description>

		<description>We would request that sustainable alternatives to this unsustainable road project be investigated in depth and a Cost/benefit comparison be done before consultation so that those consulted have the facts and can then make an informed choice as to the best way to spend public money - if there is any to be spent!</description>

I have been asked by An Bord Pleanala to refer to your email dated
15th February, 2010 in relation to the above-mentioned case.

In respect of your request for a time extension for making written
submissions on the N2 Slane Bypass Road Scheme (case
reference number 17.HA0026), I regret to inform you that the Board
cannot accede to such a request having regard to the statutory
time period of 18 weeks to make a determination on the case. The
time period which was stated in the public notice (i.e. 17th
February, 2010) is in accordance with the provisions of Section 48
of the Roads Act, 1993, as amended by Section 51 of the Planning
and Development (Strategic Infrastructure) Act, 2006, which
provides for a period not being less than 6 weeks from the date the
EIS is available for inspection.

In relation generally to the matter of public participation on this
case, I would direct your attention to the fact that the Board has
discretion to hold an oral hearing on the proposed development.
Subject to the discretion of the presiding Inspector, and upon
payment of the appropriate fee (€50 for an observation), you would
have an opportunity to make an observation at the hearing.

The Board cannot consider the contents of your written submission
as the appropriate fee was not included with your submission
within the allotted time period. I cannot comment further on the list
of facts that you have included with your email as it would not be
appropriate for me to do so. A formal written submission to the
Board with the required fee must be made by post or by hand; the
Board does not accept such submissions electronically.
